The environmental overkill had arrived in the far future. Several people had died. The wealthy were able to construct the underworld, while the impoverished were forced to remain on the surface and form gangs to survive. Jason Storm, an underworld guard, learns about a plot to murder everyone on the surface. He must escape to the surface, and he recruits Sumai, a respected martial arts expert, as his ally in order to foil the conspiracy.
