When his partner is killed, hard Irish investigative Eddie Ryan (Robert Duvall) vows to retaliate the fatality, whatever the price. As he begins untangling ideas, his habits ends up being so outrageous that he's required to turn in his badge, but the experience just inspires him. Ryan eventually learns that his companion was caught up in a Puerto Rican gun-running scheme masterminded by a scoundrel named Dessert Willie (Henry Darrow), who wishes to foment revolutionary war.
